Compare & Contrast

On the 6th September it was reported that Brown had declined to press Gaddafi for compensation for IRA bomb victims out of concern it might upset ties with Libya.

By yesterday, 7th September, the position had changed somewhat:

And what's his position today?  It's all up in the air again as it emerges that the FCO will "facilitate, not negotiate".

This isn't just Gordon Brown in meltdown; it's the FCO as well - and, by extension, the country. 
The USA reached agreement on Libyan compensation last year, so why can't the Brits?
