Compare & Contrast

Not only does it cost £64 to register with the new Vetting & Barring Scheme if you're not an unpaid volunteer but: "If a person does not register with the Independent Safeguarding Authority - the Home Office agency which administers the scheme - they could be prosecuted and fined up to £5,000."
All 300,000 school governors, as well as every doctor, nurse, teacher, dentist and prison officer will also have to register because they come into contact with children or "vulnerable" adults at work.
Even people such as those who are host families for foreign pupils who visit as part of school exchange trips will also have to be vetted.
The scheme is the biggest of its kind anywhere in the world and involves unprecedented delving into a subject's personal and employment history
Those affected also includes parents who give regular lifts to other children to or from sports/social/school events.

Contrast that with this where thugs caught with knives are let off with fines as low as £1 which no doubt costs much more to administer in paperwork than the fine itself.  These are two examples of badly-drawn, poorly-scrutinised legislation, in Labour's topsy-turvey dystopia.
